Porygon is not a legendary, but it is rarer than most. Porygon is very hard to get in the Pokemon games. While you need to buy it from the game corner in Pokemon red and blue (9999 coins in red and 6500 in blue), it's very costly. That can be one of the reasons of Porygon being unpopular.
